Shardless Tier list for non support/talent specific powers

This will not include powers that focus mostly or completly in non direct combat or "Dakka" specific expressions. Such powers not included would be Immortality focused powers like Eternal Flame, Technology Focused Powers requiring you to gather resources, or enhancement powers like Merlin Reincarnated. This does not include Objects of Powers.
